Restore normalcy in Tirap, NGOs urge Govt.
ITANAGAR, Feb 18: Taking serious note of the factional clash between NSCN (K) and NSCN (IM) in Tirap District, the Tirap District Indigenous Rights Forum (TDIRF) appealed to the state Govt including elected representatives of the Tirap district to intervene immediately for bringing an end to factional clashes so that common people can live peacefully.
The Forum appealed the Chief Minister, Home Minister, MLAs and Tirap District Administration to think seriously over the Tirap situation.
While the people of the district are living in fear psychos, on the other hand the Army and police personnel are maintaining deep silence, the Forum claimed.
Lashing out at the elected leaders, the Forum said that the cross firing, encounters are taking place each day, but “there is not a single leader to console the public nor the state government has commented on the prevailing situation. This very act of state government is creating confusion in the minds of the people of Tirap district.” The elected leaders are seems to be only in the name. They have no guts to raise voice against these insurgency groups that are active in Tirap district, it further said. The Forum also criticized the district administration. It said the situation in Tirap seems to be out of control and district administration is helpless.
Meanwhile, the Arunachal Indigenous Peoples' Union (AIPU) strongly reacted over the state Government alleged failure to restore normalcy in Khonsa. The people are passing through traumatic and pathetic condition due to tense situation prevailing in the township following the prolonged factional clashes, the Union said and urged the State Govt take steps and pursue the Centre to bring an solution to the matter to safeguard the interest of the indigenous people of the state.
The Union appealed the Chief Minister to issue directive to concerned ministry and Tirap MLAs to take immediate steps to bring normalcy in the district.
Advocating for deployment of adequate forces in the district, the Union further said that the Central Govt should intervene in the matter as such tense situation hampers the growth of the state and the country as a whole.

ITANAGAR, Feb 18: The preparations for the Festival of Arunachal commemorating the Statehood silver Jubilee celebrations and the Itanagar Book Festival is going on very well with final touches being given before the inauguration, informed the Capital Deputy Commissioner Dr S B Deepak Kumar today.
Interacting with local media persons at the media corner of the Book Festival venue at I G Park here, he said the hosting of the Festival of Arunachal and the NBT Book Festival under one platform is an opportunity for the people to enjoy the celebrations and to access books catering to the need of all kinds of readers.

The Project Head of Itanagar Book Festival, Manas Ranjan Mahapatra informed the media persons that 75 book stalls is being set up by around 60 publishers from various parts of the country adding that 10 per cent minimum discount is available for all categories of book. The festival, being organized by NBT in association with Capital District Administration and the Directorate of Public Libraries, will also have an activity corner including media corner besides other special features.
The festival will showcase various activities for children and youth including a Book Review Workshop, panel discussions on 'Scripts of Arunachal Pradesh' and 'Folk as an Essential Element in the Literature of the Northeast' and a career counseling session on 'Publicity as a Career'.
Eminent authors Y.D.Thongchi and Mamang Dai from Arunachal Pradesh, Dr. Ashes Gupta from Tripura and Hridayananda Gogoi from Assam besides other resource persons from the state are expected to participate in various programme during the Book Festival.

Police takes steps for transparency in recruitment process
ITANAGAR, Feb 18: Arunachal Pradesh Police have introduced several initiatives with the help of Information Technology for transparent and merit base compassionate recruitment in state police.
According to an official release a vigilance team has been set up to verify any malpractices by the police officials, candidates or any other persons to make the recruitment process transparent.
Moreover, it was decided to introduce Identity Cards for all the staff in the recruitment.
No other police personnel shall be allowed to come nearby the recruitment area and
also mobile phone, electronic gadget, books, bags etc. are not allowed inside the
recruitment area. Videography shall be done in all the stages of the recruitment

The states had evolved a novel mode of cornering the project construction by breaking the projects to less than 100 MW thereby thwarting the need to take permission from the Centre and Planning Commission, Gadkari added.
The BJP team had visited the states of Assam, Arunachal Pradesh, Manipur and other states to unearth the documents of various scams.

Khonsa: Consequent to Sunday’s firing in Khonsa village on the outskirts of the town there was palpable tension in the local population. This became apparent when on Monday (Feb 14) afternoon a rumour spread throughout the town that the insurgent group has ordered the market to shut down around 1:30 pm. Security forces were immediately rushed into the town for patrolling and building up the confidence of the public.
SP Tirap, CO 19 AR, and CO 36 CRPF personnel were on the roads patrolling and talking to people. Consequently about 20 per cent shops reopened where the shopkeepers resided in the shop or nearby.
As a follow up action a meeting was convened by the DC, SP and Army officers at Circuit house on Feb 15 which was attended by the members of the market and also general residents and students’ union. In the meeting people were urged not to react blindly to any rumour and if someone had personally seen any threat then they should first inform the security forces before abandoning ground. The public were reassured that the security forces would react at the shortest notice. The meeting lasted for about 90 minutes also drew detailed action plan for improving the security scenario in the town including activating a joint control room, intensifying patrolling and setting up of pickets and check points, SP sources said. Mai Ko Som Phai festival celebrated Chow Bilaseng Namchoom
ITANAGAR, Feb 18: The Theravada Buddhist Society (TBS) of the twin capital city celebrated the Mai Ko Sum Fai festival with much enthusiasm. The festival is being celebrated with two day programme during the month of February, which offers the devotes a primetime entertainment and an adrenaline rush, for Mai Ko Som Fai, (a stack of fire wood that is set into fire early in the morning).
Mai Ko Sum Fai festival is a ritual ceremony held on the full moon day of Magha connected with the offering of fire. A stupa like shape structure is made up with stack of fire wood. The entire stack of fire wood is then offered to the Buddha. A feast is organized and the stack is set into fire early in the morning.
The other major attraction of this gala event was the competition of preparing the best mouth watering local cuisine locally known as Khao Ya Ku or Khao Nam Pa where ladies, young and old alike partook. The competition was hugely supported by people.
The Khamptis celebrate many festivals and rituals which are connected with the events associated with Buddhism. Itanagar, Feb 18: Karatekas of the Arunachal Karate Association (AKA) returned to a warm reception at Rajiv Gandhi stadium this afternoon after participating in the 34th National Games in Ranchi (Jharkhand) where they won laurels for the state. The karatekas, including bronze medal winners Tarh Tapak (below 75 kg), Likha Rajen (below 67 kg), Chunnu Sangno (below 61 kg, women) and Debia Yakap (below 68 kg, women), were presented bouquets by members of the state’s sports fraternity including Arunachal Olympic Association (AOA) secretary general G Doke along with AKA president Likha Tara, vice president Tai Hipik and general secretary Bolang Marik on their arrival.

The 45 minute show by the SW prior to the game not only stunned but also entertained the cheering throng. SW is a team of six Labrador’s (breed of dog) – Kaka, Goldie, Gopi, Gabru , Gagan and Preety, specialized in patrolling, trekking, explosive detection, narcotic detection etc.
Trained in Assam Rifles Breeding Centre, Jorhat, the two Labradors, Gabru and Kaka from among the six, achieved Governor’s medal for their rare accomplishment.
Gabru won the gold medal for detecting four improvised explosive device in Ukhrul district of Manipur and Kaka won the silver for tracing out two hideouts of the insurgent group in Senapati district of Manipur.
Speaking on the sideline of the SW skill demonstration, 18 Assam Rifle Commandant Col Sandeep Choudhory informed that the objective of the demonstration was to interact with the civilian through this platform of CDNC T20 tournament.
The show could have been organized in our cantonment area but that would have not been effective as it has been today due to presence of huge civilian crowd, Col Choudhory added.
Further he said that it’s also an effort to narrow the distance between the civilian and the security forces as we are also part of them not apart from them.
We’ve been so far supporting and promoting any social or sports activities in the region with the intention to familiarize them with the humane side of the forces, he divulged.
Applauding the remarkable tournament, he said that it is the best way to channelize the youthful energies and more such sports tournaments should be introduced in the region.
The initiation by the 18 Assam Rifles will definitely enhance the civil and social relations with the security forces, described ADC M Roy who was also present to witness the incredible SW show.
Further commenting on the ongoing tournament he added that it’s an excellent tournament ever witnessed by the district and today’s demonstration has added more colors to the tournament.
Though the rain had dampened the pitch but it hasn’t been able to dampen the sporting spirits of the players and crowd, he added.

Promotion of Group Based Entrepreneurship as a Tool for Poverty Alleviation

Today, formation of sustainable self help groups (SHGs) is a widely accepted approach
for empow-
ering the poor and marginalised worldwide. The most crucial aspect in sustainable SHG promotion is the SHG formation and stabilization. Against this backdrop, can group based entrepreneurship through SHGs be a tool for poverty alleviation?
It is beyond doubt that entrepreneurship development over the years has been recognized as one of the major tools for sustainable economic development. More so, entrepreneurship development among the poor and marginal section i.e. those below poverty line has been an issue of great interest among the economists and policy makers, especially with the recognized limitations of those below poverty line in terms of investment capacity, reach to education as well as lack of guidance and motivation. In countries like India, where around 30 per cent of the people live near or below the poverty line, it has become increasingly more important today to develop and support the spirit of entrepreneurship among these people to have a flow of sustainable income generation together with creation of self employment which has been an area of long concern for planners and development economists and policy makers of the country.
In this line, of late, the initiatives of self help groups in adopting income generating activities has proved effective in generating sustainable income and employment among those living below the poverty line. Today, group based entrepreneurship through formation of SHGs is a widely accepted approach for empowering the poor, marginalized and women folk, and it is used by the government, non government organizations (NGOs) and others worldwide as an integral part of various development programmes. This has been well demonstrated by countries like Bangladesh which has raised hope that entrepreneurship can be an effective tool to raise those below poverty line above it. It is group based entrepreneurship through SHGs which has charted the way out of poverty for the BPL and marginalised section of the society thereby empowering them economically.
Government of India too, recognizing the importance and the relevance of group based
entrepreneurship has been promoting the SHGs in all likes. However, the process of
promotion of group based entrepreneurship is one of the most meticulous process which
calls for a dedicated role of the promoter. This entails understanding the role of
the promoter together with the process of promotion. One can conceptualize a self
help group as a group of people, generally belonging to the poor and marginalized
section of society, who have volunteered to come together and meet regularly to discuss
the issues of interest to them and act together to address their common problems
and achieve their common goal. A group promoter plays a vital role in SHG promotion
acting as group adviser -
The promotion of group entrepreneurship through SHG mode in entirety depends on the process of systematic promotion as well as careful selection of income generating activities. This differs from the traditional entrepreneurship development model which emphasizes mostly on identification of household business opportunities along with capital investment and market promotion at individual level. In contrast to it, development of group entrepreneurship among the poor and marginalised section through SHGs stresses on cultivating the habit of working in groups and owning collective share of responsibilities and capital, complementing responsibilities and duties on the basis of limited capabilities, and a guided approach for gradual creation and sharing of wealth through viable yet simple income generating activities which ultimately leads to generation of sustainable income and employment. A process of this nature has well evolved for economic upliftment of the poor and marginalised across the developing world, though with minor variations. Similar models have also been adopted by the Ministry of Rural Development in the form of Swarnjayanti Gram Swarozgar Yojana targeting the rural BPL pool and by the Ministry of Housing and Urban Poverty Alleviation in India in the form of Neighbourhood Groups and Women Groups under the Swarna Jayanti Shahari Swarozgar Yojana as a tool of sustainable income and employment generation among the poor and marginalised sections in the urban pockets. Anjaw BJP to launch hunger strike
ITANAGAR, Feb 18: Bhartiya Janata Party, Anjaw District unit President Banim Kri in a release said that it has decided to launch 48 hrs hunger strike in front of office of Additional Deputy Commissioner, Hayuliang from February 22 demanding resignation of person who is ‘responsible for starvation of people in Anjaw district’. This is apropos the media report on 200 illegal appointments in Home Department by
AAYA. I would like to say that as an encouraging and healthy trend, it would have
been more appreciable if this Youth Association could have been equally vocal and
assertive on various other issues which rocked our State and brought dishonour and
shame to the state. RTI reports on illegal appointments in various other departments
like Animal Husbandry, Social Welfare, Tourism, Tax & Excise, Mines & Minerals, Industry,
Land Management, Supply & Transport, Civil Supplies, Science & Technology, Education
and Health were accordingly published in all State dailies for people’s notice. Surprisingly,
not much reaction could be seen and found from any of the NGOs, intellectual forum
and even from the guardians of the so-
